Spontaneous Volunteers Encouraged to Register for Kerrville Flood Recovery

The Texas Department of Emergency Management (TDEM) has secured Tivy Antler Stadium, 1310 Sydney Baker St., Kerrville as the official site for volunteer registration and check-in. Check-in will begin at 9am weekdays and 8 a.m weekends. The volunteer drive-thru is operational Mondays – Fridays from 9 a.m. – 4

p.m. and Saturdays – Sundays from 8 a.m. – 5 p.m. All volunteers must register in advance with Texas Community Recovery at https://tcr.communityos.org/. Upon arrival at Tivy Antler Stadium, volunteers will be asked to sign waivers and attend a short safety briefing before beginning any assignments.

Seed is a joint project between Hill Country-based Modern Agora and San Antonio-founded XP Network, and is hosted on XP Network’s existing business directory. The effort will spotlight, vet, and amplify local businesses and individuals affected by the disaster, offering a concrete way for people across the country to contribute to recovery—not through charity alone, but by investing in the region’s economic flow.

This page serves as the central contact point for the Re:Seed initiative, whether you're looking to support local commerce, hire Hill Country talent, or learn when new opportunities go live. Business owners in the affected areas can also use this form to apply to be listed in the Re: Seed directory. The application process begins with a simple form. From there, the XP Network team reaches out directly to verify that each applicant is a legitimate business located in the Hill Country. Verification is handled quickly by real people—often within two business days.

KERRVILLE AREA REBUILDING & RECOVER FUND by Kerrville Area Chamber of Commerce Foundation:

The Kerrville Area Rebuilding & Recovery Fund is dedicated to supporting the long-term rebuilding efforts of the Kerrville Area. While immediate needs are being addressed, this fund will remain in place to assist with the ongoing recovery and restoration in the months to come.

SD ASESSMENT/FLOODPLAIN PERMITS NEEDED FOR REPAIRS MADE:

Before repairing flood damage…

Kerr County Engineering urges property owners To get property assessments, permits.

Kerr County residents who may have suffered damage from the July 4 flooding disaster are being reminded that repairs to those structures located within the floodplain may requir4e a Substantial Damage (SD) Assessment and a Floodplain Development Permit. Before repairing, altering or replacing a roof, framing, walls, foundation, flooring, doors and windows, exterior siding and trim, interior drywall and paint, cabinets and countertops, plumbing, electrical systems or HVAC systems, property owners MUST have an SD Assessment and obtain a Floodplain Development Permit from Kerr County, Texas. The Kerr County Engineering Department will conduct an SD assessment of the building. “The SD Assessment that we perform is not the same as an insurance inspection, building safety inspection, TDEM damage survey or FEMA assessment,” added Bobby Gore, engineering assistant. “The inspection we perform will determine
if the repairs will cost 50% or more than the value of the structure – otherwise defined as “Substantially Damaged,” he explained.
If a structure is determined to fall under that definition, then it may not be repaired unless the repair plans are in compliance with the current local flood damage prevention ordinance. “It is imperative that the community’s Floodplain Administrator (the Kerr County Engineering Department) is contacted prior to taking any actions to repair damage related to the flood,” Gore said. In the meantime, property owners are encouraged to first document the condition of the building by photographing the inside and outside of all areas that will be affected by the cleanup/emergency repairs. Then, property owners are encouraged to continue with cleanup activities and temporary/emergency repairs To prevent further deterioration and contamination, such as preventing the spread of mold and/or mildew, without a permit.
Such activities include:
 Removing and disposing of damaged contents, carpeting and insulation
 Hosting and scrubbing, or cleaning floors, walls and ductwork
 Covering holes in roofs or walls and boarding up windows or doors

 Removing sagging ceilings, stabilizing walls and foundations, and other actions to make the
building safer to enter.

EMPORARY EXEMPTION PROPERTY DAMANGED BY DISASTER:

Property owners who experienced at least 15% damage are entitled to file for a Temporary Exemption for Qualified Property Damaged by Disaster. This pertains to physical damage to property that consists of tangible personal property used for the production of income, an improvement to real property or manufactured home that is used as a dwelling.
The property must be located in an area declared by the governor to be a disaster area following a disaster. Governor Abbott declared Kerr County a disaster area on July 5, 2025. Taxpayers have 105 days to file for the exemption with the deadline being October 18, 2025.
The form 50-312 may be downloaded at Kerrcad.org and is also available at the Kerr CAD office located at 212 Oak Hollow Drive, Kerrville, Texas 78028. Please complete the application and submit along with pictures and information requested in the application to:

—Volunteers will be at two locations offering assistance in completing form 50-312 to obtain tax exemptions due to flood damage. In Ingram, 3285 Junction HWY at the Work Away Office and in Center Point at 314 San Antonio Street, at the red roof building in the Center Point Historical Park. Volunteers will be present Monday July 21 through Friday July 25, 10:00 - 2:00 daily, to aid property owners in completing, and if needed, taking the forms to the Kerr County Appraisal District. Exemptions are available to any owner who has suffered at least 15% loss to improvements on their land. Damage to land itself does not qualify. Property owners need to bring photos of destroyed improvements in order to complete the forms. Forms will also be available for pick up at these locations and at the Kerr County Appraisal District office.

SMALL BUSINESS ADMINISTRATION HELP

Customer service representatives from the U.S. Small Business Administration (SBA) will be available at the Business Recovery Center in Kerrville to assist with the disaster loan application process and answer any questions you may have.

In response to the disaster declaration issued by President Donald J. Trump on July 6, the U.S. Small Business Administration (SBA) announced the availability of low interest rate federal disaster loans to Texas small businesses, residents, and private nonprofit (PNP) organizations affected by severe storms, straight-line winds, and flooding beginning July 2.

The disaster declaration covers the primary Texas county of Kerr which is eligible for both physical disaster loans and Economic Injury Disaster Loans (EIDL) from the SBA. Small businesses and most PNP organizations in the following adjacent counties are eligible to apply only for SBA EIDLs: Bandera, Edwards, Gillespie, Kendall, Kimble, and Real.

Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance. For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.

The filing deadline to return applications for physical property damage is Sept. 4, 2025. The deadline to return economic injury applications is April 6, 2026.

"In the wake of the devastating floods that struck Kerr County on July 4, 2025, a powerful group emerged
on July 7th with one mission: to stand shoulder-to-shoulder with local businesses navigating the
aftermath. Kerr Together was born out of a shared commitment to cut through red tape and deliver fast,
tangible relief to the backbone of Kerr County’s economy: its small businesses and business owners.

“Kerr Together is about coming together and standing with our business community in their greatest time
of need,” said Todd Bock, Executive Director of the Kerr Economic Development Corporation. “Our local
economy is built on the resilience of small businesses, and we simply cannot allow them to struggle
alone. This organization empowers us to act swiftly, compassionately, and strategically to help them
recover and rebuild.”


The initiative’s first phase focuses on immediate financial relief. Through the Chamber Foundation, the
Kerrville Area Chamber of Commerce—operating as a 501(c)(3)—began distributing $2,500 grants to
local businesses as early as July 10th. 

The next phase of the Kerr Together initiative expands support through broader financial aid programs.
LiftFund, a nonprofit community lender, is offering grants of up to $10,000 and zero interest rate loans,
empowering businesses to rebuild with strength and stability.

for simplicity, ensuring help arrives not just quickly, but where it’s needed most.
