on July 7th with one mission: to stand shoulder-to-shoulder with local businesses navigating the
aftermath. Kerr Together was born out of a shared commitment to cut through red tape and deliver fast,
tangible relief to the backbone of Kerr County’s economy: its small businesses and business owners.
“Kerr Together is about coming together and standing with our business community in their greatest time
of need,” said Todd Bock, Executive Director of the Kerr Economic Development Corporation. “Our local
economy is built on the resilience of small businesses, and we simply cannot allow them to struggle
alone. This organization empowers us to act swiftly, compassionately, and strategically to help them
recover and rebuild.”
Kerr Together leads the Kerr County and western Kendall County Disaster Recovery Task Force — uniting local government, nonprofit partners, and community volunteers to coordinate disaster management from immediate assistance to long-term reconstruction. Our mission is to align people, resources, and information so families, businesses, and neighborhoods can rebuild stronger. Guided by a clear team structure and organizational coordination, we support survivor services, damage assessment, and case management while advancing a resilience strategy for future events.

Community Foundation of the Texas Hill Country
The Texas Hill Country Flood Relief Fund supports immediate relief and long-term recovery for communities in the Community Foundation's service area affected by the July 2026 flooding. This fund is separate from the Kerr County Flood Relief Fund established following the July 2025 disaster.
Grants from the Fund will support nonprofit and civic organizations actively involved in response, relief, and recovery efforts. By partnering with trusted nonprofit organizations, we are directing resources to those providing emergency assistance, essential services, rebuilding efforts, and long-term support for our neighbors in need.

The 2026 Texas Hill Country Flood Relief Program provides access to relief resources for small businesses impacted by the 2026 Texas Hill Country floods. Through LiftFund and our partners, eligible businesses can access financial assistance and technical support to help stabilize operations and begin the recovery process.
Businesses located in the following counties are eligible to apply: Bandera, Blanco, Burnet, Comal, Edwards, Gillespie, Hays, Kendall, Kerr, Kimble, Llano, Mason, Medina, Menard, Real, and Uvalde.
*Completed applications will be reviewed on a first-come, first-served basis until funds are exhausted.

SD ASESSMENT/FLOODPLAIN PERMITS NEEDED FOR REPAIRS MADE:

Kerr County Engineering urges property owners To get property assessments, permits.
Kerr County residents who may have suffered damage from the July flooding disaster are being reminded that repairs to those structures located within the floodplain may require a Substantial Damage (SD) Assessment and a Floodplain Development Permit. Before repairing, altering or replacing a roof, framing, walls, foundation, flooring, doors and windows, exterior siding and trim, interior drywall and paint, cabinets and countertops, plumbing, electrical systems or HVAC systems, property owners MUST have an SD Assessment and obtain a Floodplain Development Permit from Kerr County, Texas. The Kerr County Engineering Department will conduct an SD assessment of the building. “The SD Assessment that we perform is not the same as an insurance inspection, building safety inspection, TDEM damage survey or FEMA assessment,” added Bobby Gore, engineering assistant. “The inspection we perform will determine
if the repairs will cost 50% or more than the value of the structure – otherwise defined as “Substantially Damaged,” he explained.
If a structure is determined to fall under that definition, then it may not be repaired unless the repair plans are in compliance with the current local flood damage prevention ordinance. “It is imperative that the community’s Floodplain Administrator (the Kerr County Engineering Department) is contacted prior to taking any actions to repair damage related to the flood,” Gore said. In the meantime, property owners are encouraged to first document the condition of the building by photographing the inside and outside of all areas that will be affected by the cleanup/emergency repairs. Then, property owners are encouraged to continue with cleanup activities and temporary/emergency repairs To prevent further deterioration and contamination, such as preventing the spread of mold and/or mildew, without a permit.
Such activities include:
Removing and disposing of damaged contents, carpeting and insulation
Hosting and scrubbing, or cleaning floors, walls and ductwork
Covering holes in roofs or walls and boarding up windows or doors
Removing sagging ceilings, stabilizing walls and foundations, and other actions to make the
building safer to enter.

TEMPORARY EXEMPTION PROPERTY DAMANGED BY DISASTER:
Property owners who experienced at least 15% damage are entitled to file for a Temporary Exemption for Qualified Property Damaged by Disaster. This pertains to physical damage to property that consists of tangible personal property used for the production of income, an improvement to real property or manufactured home that is used as a dwelling.
The property must be located in an area declared by the governor to be a disaster area following a disaster.
Taxpayers have 105 days to file for the exemption.

Kerr County Courthouse closed:
Severe flood damage in the lower area of the Kerr County Courthouse means the facility itself at 700 Main Street in Kerrville will be closed to the public for the unforeseeable future. All county offices not physically located within the courthouse plan to be open for business as usual on Monday, July 20.
Kerr County’s elected officials and administrators have forged a plan for all departments normally operating within the courthouse to temporarily relocate to other county-owned facilities. This involves a massive moving operation over the next few days, but the displaced offices are planning to “set up shop” and reopen for business as soon as possible -- tentatively by Wednesday, July 22. Future announcements regarding the reopening will be announced on the county’s website (www.kerrcountytx.gov) and Facebook page (https://www.facebook.com/kerrcountytexas).
Duration of Changes:
1st Floor: First/ground floor offices at the courthouse, including the county clerk’s office, county commissioners’ court office, the tax office and others, are expected to shift locations for only an estimated 1 to 2 weeks.
2nd Floor: Those on the second floor are expected to be operating in their temporary location until the courthouse elevator can be repaired, which might take a minimum of 2 months or more.
Lower Level: The offices that were on the basement level, where the flood resulted in more than 6 feet of water in the building, will be displaced the longest. While the building has been deemed structurally sound, the entire interior of the basement level will need to be cleared, reconstructed and re-equipped before those departments may return. This could take up to 1 year, officials said. Those offices affected include the county attorney’s office, human resources, the treasurer’s office and others.
